TMR Wing stands for Training Management and Research Wing. It is one of the wings of the Services, General Administration and Coordination Department (SGA&CD), Government of Sindh. It is headed by a Secretary to Government of Sindh who is an officer of BS - 20/21.

  • Matters related to trainings conducted through academies/institutions of selected administrative departments in Sindh, including their curriculum development, monitoring, and quality assurance except administration and finance..
  • Manage and conduct Initial trainings of BS – 17 officers (Probationers) and mandatory trainings of all civil servants.
  • Matters related to conduct of research and development.
  • Services and financial matters related to TMR Wing.
  • Pre-service programs:
  • Civil Services Training Program (CSTP): mandatory pre-service training program for the civil servants/provincial management service officers of BS - 17.
  • Other customized training programs for BS - 17 officers of different departments.
  • Mid-Career Management Course (MCMC): mandatory training course required for promotion from BS-18 to BS-19.
  • Senior Management Course (SMC): mandatory training course required for promotion from BS-19 to BS-20.

Nominations for the training programs and courses are forwarded to the TMR Wing by the Services Wing of the SGA&CD. Generally, administrative departments nominate their officers and send these nominations to the Services Wing of SGA&CD. The Services Wing then forwards them to the TMR Wing for further necessary action.

The training programs/courses at the TMR Wing are for both cadre and ex-cadre officers. The Services Wing, SGA&CD, decides the composition of a batch during a program in terms of officers of both the kinds

Administrative departments can send such requests to the TMR Wing through the Services Wing of SGA&CD.
Such requests are evaluated and accepted keeping in consideration resources of the Wing.

Generally, the training programs and courses administered for provincial civil servants are financed by the Government of Sindh. The administrative departments of the province do not incur any financial obligations in this regard

Yes. The officers from federal government and other provincial government can get training at the TMR Wing. Nonetheless, the federal/provincial governments must first communicate their intention of training at the TMR Wing. The Wing will evaluate their request and arrange programs/courses for them separately or with the officers of the provincial government of Sindh with the approval of Government of Sindh. It is to be noted that costs of such trainings will be charged from the provincial/federal governments.

The TMR Wing is a wing of SGA&CD which is an administrative department of the government of Sindh. Whereas, National Institutes of Management (NIMs) are federal government entities working under the National School of Public Policy (NSPP). NIMs used to conduct training programs for the officers of all provincial and federal governments of Pakistan. However, with gradual increase in working strength of provincial bureaucracy, it became necessary to have separate dedicated institutions for training of the officers of provincial civil services. Resultantly, provincial government of Sindh has formed institution in this regard.
